Black tar heroin found in Ruidoso Downs

Recent finds of black tar heroin in Ruidoso Downs have resulted in a notice to the community.
"It is something that is starting to alarm us," said Ruidoso Downs Police Chief Doug Babcock. "It's been occurring more than we would like. It started a couple of months ago and we've seen a resurgence of black tar heroin."
Babcock said there was a bust a couple of months ago and then another on Feb. 8.
"Officer (Corporal Chris) Rupp was working on a warrant arrest in conjunction with the (Lincoln County) Sheriff's Department. And they had information the possible absconder was staying in some trailer homes behind 26341 Highway 70, which is the little mobile home park next to All American Park. They were watching the residence. A vehicle pulled up that they believed could be occupied by the person they were looking for. They made contact at the door of the residence and interviewed the suspects there. It did not turn out who they were looking for but while they were in the apartment, there on the table in plain view was some narcotics paraphernalia."
Babcock said police received permission to search the residence. He said additional paraphernalia, some pain pills and a package containing 0.1 gram of black tar heroin was found.
"Now black tar heroin is something that was developed back in 1847, back when they were using opiates as a pain control. They process is very crude and it renders a substance that either looks like a chunk of asphalt or kind of a black goo. It's
not as refined as regular heroin, which is more prevalent in the northern states. This stuff is being made in clandestine labs and also Mexico and being smuggled in."
Babcock said there are a number of ways to ingest the illicit narcotic.
"The can grind it into a powder and then they can mix it with water, warm it up and use it in a syringe. They can mix it with water and they can use an eyedropper to drop it in their nose. They can put it in a piece of foil, heat it up and smoke it. And then they can also mix it with water and drink it but it's less effective when it goes through their gastrointestinal system. The preferred methods are either smoking it or injecting it."
Babcock called the recent findings a "definite concern" for the area.
"The arrest a couple of months ago was some people from out of Roswell who were traveling through here and we figured maybe it was just passing through. But this last arrest was some people that actually live in our area here."

Who, Jim, who are the "some people" of whom you write? If they were teenagers, the usual policy used to be to print their names and even the locations of their residences. Why have these people not been named? An arrest was made.

Rupp spotted a vehicle he knew belonged to a man with warrants for his arrest Feb 8 at 5:05 p.m. pulling into the trailers behind All American Park.
Rupp and Gavin went to the residence of Jesus Medina, 22, and asked for permission to search the residence.
The found a brown wooden pipe with residue in it, an open beer on the kitchen table and four beers in the refrigerator.
Medina admitted being on probation and Rupp arrested him.
During the search of Medina Rupp located a pen narcotic pipe with residue in it and a piece of plastic containing .1 gram of black tar heroin.
Probation Officer Katie Lund advised Rupp to hold Medina.
