Like Bell - Monterey Park has been corrupt for years....this is just another Official involved in a major rip off .....He Ripped off the State and the City! He worked hard my assss

Yes, and he retired young....and i only make 10 bucks an hour and I am 61 years old stil working because I can't get a job nor did any job ever offer me any retirement benefits. I'm doomed to die for sure very poor and nothing left for my family but another bill. To pay for my funeral.

Sounds like you're just jealous and maybe too ignorant to get a higher paying job. Maybe you should have went into law enforcement, or maybe you tried and washed out which would explain the animosity. Oh and before you repeat the usual statement that is made on Topix when someone disagrees with your opinion, I'm not in law enforcement, nor do I work for government.

Just another public official gorging himself on the public payroll. For $372K in sick time, vacation time, and holiday time, that sounds like a whole year and then some. The article goes on to state that Monterey Park is facing a $380K shortfall. Guess where it went.

Jumping (to conclusions) Jim needs to read the article again. The sick time, vacation time and holiday time was accrued over his career which began in 1978.

Chief Moy is a very ethical man. He was a great Chief and an excellent police officer. This is nothing more than a hit piece that is not deserved. City council members are the ones who get benefits they don't deserve and don't work for. Maybe the trib hacks should check them out. Just sayin'......

This guy is not to blame, he played by the rules and put in his time. According to law, he's allowed to do this and it's ethically correct. This doesn't just happen in the public sector, it's also in the private one too.

We are not stuck with making these huge payouts just because they are public workers. It is offensive to the traditional notions of fair play and justice to allow cashing in vacation and sick leave at an elevated rate at retirement. He should be paid at the rate in effect when he earned the benefit. If you are not sick, that is your good fortune, and sick leave must expire when you stop working. Vacations taken after retirement should be paid on a weekly basis, FIFO, until exhausted. Retirement benefits should not start until the vacation days are used. This would encourage people to take them as they earn them.

My experience is people that don't take leave sometimes have something to hide, and fear it will be discovered while they are away.

No police chief should make more than 100K. It is an obscenity for them to make more.

Jones Moy is an upstanding guy.....like him, I too worked 34-years in one civil service occupation and during that entire time took only 3 sick days and another 3-days off with a fractured elbow, continued working in a sling until released back to full work.

There are some people who have an incredible work ethic and care about the job that they do and have loyalty for the organization and a sense of service to the community they work for. My city did not allow accumulation over 500 hours per year....and in fact, stupid me, probably have lost over 10,000 hours of unused sick/holiday/vacation, etc...but that was my choice. Please do not lump ALL of us civil service employees to the likes of the "Bell 8"...there are more ethical and honest civil service employees than there are bad

If the city allows banking all of your sick leave and you don't take it off, that benefit is a "property right" and you should get what is coming to you! There is no corruption if its obtained through collective bargaining. Some of you here belong to labor unions and should understand.

Everyone on this thread had the same oppotunity to compete in and obtain civil service careers...one of the reason why some choose these careers is because of the stability and the benefits that come along with it. We are all trying to provide for our families the best way that we can...

Give us a break......

Pretty sad these crooks are allowed to take advantage of predominately immigrant and illegal residents. No checks and balances. Politicians know the average citizen will never challenge city policy. Government employees are not at all ethical, and therefore should never be trusted.

Who is taking notes/records these accumulated vacation and/or sick leaves?

He may be at home chilling drinking margarita during work days but no one record it as vacation or sick leave.

I don't think this guy did anything wrong, the policies in place in Monterey Park need to be revised however. Carrying sick pay and vacation pay at an unlimited accrual is just crazy.

I see your point, but did you really just try to justify this kind of absurd abuse of a public position? Or are you suggesting that Mr. Moy is some kind of well qualified genius for the position? Did I miss the part that says he has a PhD in Engineering and invented the world's most secure city? If I didn't, then this seems like an awful lot of money wasted. This is clearly a ripoff of public funds and there's no excuse for it. Nice try cop
