La Habra Heights Audit Exposes Three Checkbooks, Embezzlement, & Forged Check Warrants!

La Habra Heights, CA - The first internal audit of the City of La Habra Heights and have found numerous irregularities in their accounting practices. The data I have analyzed is from the General Ledger, Bank Statements, and Check Warrant Reports dated from July, 2010 thru June, 2011.

Multiple Checkbooks – The City of La Habra Heights is using three (3) different checkbooks. There is a three-digit checkbook, a four-digit checkbook, and a five-digit check book. The Check Warrant lists checks issued from the three and four-digit checkbooks, but does not show the five digit checks issued.

The four and five-digit checkbooks are listed on the Wells Fargo Bank Statements, but the three-digit checks do not clear this bank account. The three-digit checks are only and always issued to the four Payees: Maricela Medina, John Wingett, Margaret Crawford, & A.Q. Engineering Consultants. The three-digit checks total over $23,000.00 from November 2010 to June 2011. There must be another checking that is paying these checks.

Bank Of America Credit Card: The City is using a Bank of America credit card and forging the Check Warrants to hide the charges. Listed below are four incidence FYE 2011.

11/03/10 – Transaction no. 27446 – Checks no. 1485 and 1486 were issued to Bank of America for $857.31 and 619.43, respectively. The checks are listed on the General Ledger and Well Fargo Bank Statement, but NOT listed on the Check Warrants.

12/29/10 – Transaction no. 27737 – Check no. 1623 is issued to Bank of America for $1,737.43. Transaction 27510 also listed Check no. 1623, but issued to Action Trophies for $109.25. This transaction is reversed in Transaction 27681. The Check Warrant lists Check no. 1623 issued to Action Trophies for $109.25. The Wells Fargo Bank Statement lists two (2) checks 1623 issued and cashed: one for $1,737.43 and another for $3,504.00. The January Check Warrant shows the $109.25 invoice for Action Trophies was paid on 01/20/11 with Check no. 1729.

Will the Council just sweep this under the rug like every other allegation? Or will they actually account for these transactions in an open, transparent way? Based on past practice, we already have our answer. Maybe law enforcement will make them accountable.

During the council campaign, Chester Jeng and George Edwards both said they would call for an independent audit if elected.

Miller and Higgins accepted status quo.

Was Miller supported by the in crowd because he is bankrupt and wouldn't question city finances, or look the other way at wrong doing?

For whom does the Bell toll?

Don't look now, but the City Council agenda for this coming Thursday, May 9, has agenda item on "Decorum", which is city code word for silencing residents.

Last December a similar "Decorum" agenda item was to eliminate public comment on agenda items and just have limited comments at the beginning of the meeting, which could then be easily removed from the meeting cable broadcast and internet record.

We are in a Bell situation. City is not releasing records, calling residents crazy or troublemakers who point out wrongdoing. Hopefully the rest of the community wakes up, or FBI gets on the case before it is too late.

If you watch the meeting replay. Mayor Francis put the decorum issue on the agenda.

Someone I'm guessing you support.

at last month's council meeting, a resident could not even get an answer to his simple question:“Has next month’s Avocado Festival been canceled?”

Clearly this city government doesn’t feel it is answerable to the public about anything.

The decorum issue may be related to one or two speakers who repeatedly named individuals rather than by title. I would hope it was not about limiting speakers. Though the decorum agenda item is a discussion on this thread, it is minor, compared to the stinging results of the audit.

Any Council member who supports the practices listed in the audit or says nothing about it, is a part of it. Anyone a part of it should not escape any legal ramifications that would seem soon to follow. These are serious, accounting problems, that have possible widespread criminal implications. When the words forge, hidden checking account and possible embezzlement due to no oversight are used, to be silent would be approving of it. That would be inexcusable.

The city will has tried to keep George Edwards and Stephen Blagdin, Phil Lough and others quiet during the city councils meetings. The city is now under investigation and the truth will be known how the city manager has cooked the books. The city council is part of this corruption and they will come down with the city manager.
