Why are our residential trash pick-up rates so high?

Residents in La Puente pay $23.32 a month to have their trash picked-up.
Residents in Glendora pay 25.61 a month to have their trash picked-up.
Residents in Hacienda Hts pay 17.50 a month to have their trash picked-up.
So why do West Covina residents pay 28.07 plus a .14 surcharge, plus a 3.12 Franchise Fee for a total monthly charge of 31.33 a month to have our trash picked-up.
The answer is that their was no competitive bidding required by our city to get the contract to pick up our trash.

I contacted Athens for a quote on a 40 cubic yard roll-off bin. It was 425.00 delivered to Los Angeles (my work location where we have Athens service) vs. 751.33 to West Covina. I asked Athens why the difference? "WC is a franchise city, we are the only source".... "oh yeah and we recycle".

Thanks, but no thanks.
