Well the word travels quickly in Baldwin Park. There is a old dog of corruption and sexual harassment charges following this Sid Mousavi. This man wreaks of corruption from Montebello to many other little cities in the little ring of corrupt city's like Bell and Lakewood and surrounding city's. I hear this individual who use to run Baldwin Park with his own people is coming back to town. This snake in the grass was the one who got the transit center going first years ago then he left BP to start a consulting firm to come back and charge hundreds of thousands of dollars in consulting fees. These fees were funneled into political campaign donations to Lozano, Pacheco and the Garcia twins. The slush fund is going strong with Mousavi overcharging the job and then giving cash donations to your elected officials. The transit center is being used go funnel politicians money for hiring certain companies like Mousavi's and his buddies.
The records show Mousavi has been milking the city of BP for years with consulting fees on the transit center and making large donations to city officials campaigns. If Vijay had read the rules for the federal projects he would have known Mousavi cant be donating to public officials who can influence the project.
I think Vijay better watch out because Sid had his job before and would love to get him out also maybe put his son in there.
The way I look at it smells of corruption and illegal money shuffling around.

Public Works Chief Quits to Perform Job Under Contract

The Baldwin Park City Council has awarded a contract to a firm owned by its public works director to manage his department.

The deal approved on a 3-2 vote late Wednesday allows Sid Mousavi, the public works director, to leave his permanent job and continue to manage the department from his position as a partner in a Fullerton-based engineering firm, AAE Consultants.

Federal prosecutors and FBI agents are investigating allegations that an engineering firm doing business in Southern California paid officials in at least one city in order to obtain contracts, according to people with direct knowledge of the investigation.

An FBI spokeswoman declined to confirm or deny the investigation. But two federal officials with knowledge of the case told The Times that the investigation had been proceeding for several years and involved "multiple municipal agencies." Investigators have been looking at how the firm, AAE Inc., had secured contracts, the officials said.

Paul Philips, the former city manager in Maywood, said FBI agents interviewed him at least three times last year and asked about AAE and any ties the firm had with members of the City Council. He said the agents also asked whether he knew anything about the firm's dealings with officials in other cities, including Montebello and Bell Gardens.

"They were trying to find out what their relationship was with the council," said Philips, who now serves as administrator of a joint police communications agency covering several Orange County cities. "They were really digging into that part."

A second former Maywood official, David Mango, told The Times that while working as part of an FBI undercover operation in 2008, he twice received envelopes containing thousands of dollars in cash from an AAE executive.

The executive provided him the money in hopes he could ease the way for the firm to get new contracts and receive quick payment for existing ones, Mango said.

Mango, who was Maywood's building and planning director until being fired in late August, said that he had worked undercover for the FBI for about four months that year, wearing a recording device and attending a local golf outing with AAE officials and government officials from other cities.

In September, Mango filed a personnel claim with Maywood, a small city southeast of downtown Los Angeles, alleging that he had been fired in retaliation for his work on the investigation. In the complaint, Mango said he had told the city's interim city manager, Lilian Myers, that he had "made complaints to the FBI" alleging that two members of the City Council "were engaged in public corruption." He also told her that he was meeting with prosecutors to discuss the case. Shortly afterward, he was fired, his complaint alleges.

City officials deny the investigation was the reason for Mango's dismissal but have declined to say why he was fired. "Mr. Mango's release from employment had absolutely nothing to do with the work he allegedly did for the FBI," Myers said.

The firm declined requests to confirm the existence of the probe or answer other questions.

Cities increasingly have turned to private contractors such as AAE to handle work that in the past often would have been done by government employees.

The firm, founded in 1994, has done a wide range of work for dozens of cities and other government agencies around Southern California, including designing and planning road and street repairs, traffic lights, sewers and other municipal projects.

Its website lists projects that it has completed in cities including Bell Gardens, La Puente and Montebello and says the firm has more than 100 employees in five offices in the region.

The work done by such firms is generally awarded through competitive bidding, but the FBI has been scrutinizing allegations that some firms have won contracts on the basis of improper conduct.

The federal officials who described the current probe spoke on condition of anonymity because the investigation is continuing.

One confirmed that Mango had worked with the FBI and worn a wire. That official said the investigation has focused in part on social events such as golf outings in which AAE employees mingled with government officials.

Aspects of the investigation have been ongoing since at least 2007.

MONTEBELLO - A private contractor that is the focus of an FBI bribery probe in Maywood collected $2.5 million from Montebello in one year by awarding itself contracts and receiving city money to monitor its own work, according to court documents and the state controller.
In an audit released Tuesday, State Controller John Chiang concluded that a Montebello city ordinance was likely violated by allowing Advanced Applied Engineering (AAE) to deal itself contracts rather than perform a competitive bidding process.
A 2008 city ordinance requires all contracts over $50,000 to go through a competitive bidding process.
"This latest audit reveals troubling management practices which invite self-dealing, the misuse of taxpayer resources, and the unlawful borrowing of restricted funds," Chiang said in the audit, the third of four his office is conducting on Montebello.
AAE has worked in Montebello for a decade as the city's engineer, the last six years under a contract that automatically renews annually unless the city terminates it, according to the controller's audit.
AAE landed in headlines earlier this year when various news organizations reported the company was at the center of an FBI investigation for allegedly bribing Maywood City Council members and other city officials. A source close to the FBI investigation confirmed that probe continues.

improvement projects. It would then contract itself to draw up blueprints for those projects, according to the audit.
AAE billed the city $2 million for blueprints during the 2009-10 fiscal year, according to the state controller and city officials.
In response to Chiang's audit, Montebello city staff contended that a competitive bidding process for AAE would have violated state law. According to the city, AAE's contract predates the 2008 city ordinance on competitive bidding - even though the contract could have been canceled each year since its inception.
"In fact, if the City were to adopt the (controller's) position, the City may be exposed to potential litigation," Montebello city staff wrote in a lengthy rebuttal that cites state contract law.
AAE Chief Executive Officer Sid Mousavi said the audit was wholly inaccurate.
"We've never awarded a contract to ourselves," Mousavi said Tuesday. "And we haven't done any of the things listed in that report."
Mousavi said he has no idea how much money Montebello paid his company in the 2009-10 fiscal year.
Mousavi also said he knew little about the FBI investigation.
"The only thing I know about that is what I read in the (news)," Mousavi said.
In 2008, Maywood's then-director of building and safety, David Mango, allegedly went undercover for the FBI, according to a wrongful termination lawsuit Mango filed in Los Angeles Superior Court.

An AAE representative allegedly gave Mango two envelopes containing $6,000 in cash - payouts that were allegedly made under FBI surveillance, according to the lawsuit.
Mango claims the Maywood City Council misused public funds by approving frivolous projects for AAE to perform, according to the lawsuit. Mango alleges he was fired because he reported the activity.
FBI agents are also interested in AAE's dealings in Montebello, according to sources close to the investigation.

Several weeks after news of the Maywood FBI investigation broke, then-Montebello city administrator Peter Cosentini recommended terminating AAE's contract in a March 9, 2011 report to the Montebello City Council.
The City Council never took action on Cosentini's recommendation, according to Montebello officials.
Councilman Frank Gomez said while he was "concerned" at the time, the council had more pressing issues to address.
"I think our focus has been keeping the city afloat," said Gomez, referring to Montebello's fiscal problems.
Gomez said the engineering and blueprinting contracts should go out for bid.
Bill Molinari is the only Montebello council member who was in office when AAE received its contract.
When contacted by phone Tuesday, Molinari hung up on a reporter. He did not return several other calls for comment.
Interim city administrator Larry Kosmont said in the next few weeks he will recommend that all contracts of $50,000 or more go through a competitive bidding process.
Kosmont said he agreed with the controller's finding that AAE shouldn't have received money to monitor contracts it awarded to itself.
"It has to be an independent body that isn't assigning itself work," Kosmont said.
Part of the problem, Kosmont said, is the Public Works Department doesn't have a dedicated director.
"Especially when you have services that are expensive, I think that you want an independent department head to go out to bid and review contracts," Kosmont said.
The city department head responsible for overseeing AAE's contract, Director of Planning and Community Development Michael Huntley, said Montebello could probably save money if it had a competitive bidding process.
"Quite frankly, I don't think that we're going to argue the point that we could probably get better pricing if we went out to open bid," Huntley said.

In addition to the city's relationship with AAE, the State Controller's Office also found in its latest audit that Montebello misspent close to $4 million of transit funds between 2008 and 2010.
The money allegedly reimbursed the city for "administrative costs," although Montebello provided no documentation other than a single journal entry to support those expenses, according to the audit.
In its response, city staff said that its billing practices are out of date and that Chiang should "suspend" the finding while it comes up with an acceptable billing practice.
The controller denied the request and told Montebello it should repay the $4 million.
The audit Chiang released Tuesday is the third in a series of four. The final audit will focus on the Montebello's accounting practices and is slated for release later this year.
The audit process began earlier this year when Chiang decided to exercise a rarely used authority to open up the city's books amid allegations of corruption in Montebello.
In the first two audits, the controller found the city misspent more than $31 million in redevelopment agency and street improvement funds. Montebello officials dispute that.
Meanwhile, the fiscally troubled city is seeking a $3.9 million short-term loan so it can make payroll through the end of the year.
More than 20 potential lenders have turned down Montebello, according to city documents.
"The fiscal duress now facing Montebello is, in part, self-inflicted due to years of poor fiscal oversight and inattention to basic principles of public accountability," Chiang said in Tuesday's audit.

Nancy Hutar, a development services manager, alleges that Mousavi started harassing her in 1996 and retaliated against her after she rebuffed his invitations for a "romantic or sexual relationship."

City officials said Monday that an outside attorney is investigating her claim.

"These allegations are untrue," Mousavi said. "I will be completely vindicated when the personnel investigation is completed."

In the claim, Hutar alleges that Mousavi's behavior was known to city officials and that he has made similar repeated requests to other female employees.

Oh my god and this crook is lead xconsultant on the transit center for the last 9 to 10 years. I wonder how much payoff has been done to Lozano Pacheco and Marlen Garcia. We do know he has made large contributions to all their campaign war chests. I guess it's time to expose the corruption to the Da office and I think this is also election year too. I wonder this could be another Bell or Irwindale city corruption sting.

Sounds like it needs to be brought to the attention of this Chiang guy, and maybe even the State's Attorney General. You might even get some action out of these people. Audits are usually a good thing.

Well this is a federal crime what Sid did with the transit center. Sid baby donated to city officials who voted on the project and we know who got the money also since so many are leaving the city and getting hours cut there is a wealth of knowledge on money transactions.
The little man losing his hair will be bald by the time he figures out he is screwed. I say goat farming in India will be much safer before the proper agencies come to town. Run or take a magic carpet ride because the big dogs are coming. Please remember Lozano and the Garcias and Pacheco will all put the blame on your little ass goat boy.
