Royal Coaches towing buys another contract

IRWINDALE >> Former Irwindale Mayor David Chico Fuentes has agreed to pay a $2,000 fine after the states Fair Political Practices Commission found the former city official violated campaign finance laws in 2012.
The FPPC found Fuentes son solicited and accepted a donation from a towing company that was in contract negotiations with the city.
FPPC investigators found that Fuentes son, at the advice of a guidance counselor, went around to local businesses to solicit donations for his college tuition, according to FPPC documents.
In May 2012, Baldwin Park-based Royal Coaches & Towing, which was awarded a towing contract with the city, gave Nicodemus Fuentes $1,000 to help pay for his college tuition.
FPPC determined the donation to Fuentes son is considered a donation to Fuentes, who was serving as mayor at the time.
The $1,000 donation is $560 higher than the $420 legal limit that a company or person may gift to a public official in one year, according to the Political Reform Act.
When reached by phone Monday, Fuentes, who lost his re-election bid this spring by two votes, declined comment. In reaching the agreement, Fuentes admitted he violated the law, according to documents.
The FPPC is expected to vote on the stipulation that Fuentes agreed to at its Aug. 21 meeting, according to the agenda posted on its website.
The FPPC said the gift to Nicodemus is a considered a gift to his father because Nicodemus is between 18 and 23 years old, is a student, lives with his father when not at school and doesnt not provide more than a half of his own support.
In September 2012, David Fuentes discovered the donation the towing company made to his son and wrote a check to the towing company for $581, which would bring the donation under the legal limit.
Around the same time, the city was re-negotiating its towing contract, which had previously been exclusively given to one company. Fuentes was involved in discussions that concluded the city should share its towing contract with more than one company, according to FPPC findings.
Fuentes recused himself from the vote to award Royal Coaches & Towing part of the contract after he became aware of the donation the company gave to his son.
A complaint was reported to FPPC in September 2012.
The maximum possible penalty for the violation is $5,000. The FPPC has issued penalties in the last couple of years ranging from $1,500 to $2,5000.
In determining the $2,000 fine, FPPC investigators pointed to Fuentes cooperation with its investigation.
Bill Salazar, of Royal Coaches, did not respond to requests for comment.

Royal Coaches has bought another towing contract. City of Irwindale joins other cities who have excepted money and campaign donation so this tow company can rob their citizens.
Both Mark Breceda and Larry Borolla had their R V stored at Royal Coaches while they were negotiating a contract with this crooked tow company.
When will this corruption stop in Irwindale ?
When Breceda gets convicted of the charges still pending against him.

The Owner of Royal Coaches has multiple felony convictions. assaults and drug possession
In my opinion
If a convicted felon controls a company chosen as the official towing entity for a California city, it throws into question whether elected officials in that city knowingly granted a felon access to private car registration and drivers license information, vehicular evidence gathered by police and other closely held information.
And it is a great way to transport and deliver drugs.
How can the California Highway Patrol, Azusa, Baldwin Park, El Monte Irwindale give these tow contracts to convicted felons.
The city of Bell did that to.

Baldwin Park is curently under criminal investigation concerning the relationship with their tow company Now I have information that The invesigattion has exspaded to includ two aditional cities

Any official who has taken money from Royal Coaches just may be in trouble.
