The below comment is from Councilmember Bejarano, who is an attorney. He must have been absent the day constitutional law was covered in law school. This is the type of comment I can see coming out of Cuba, not the USA where people do have a voice. It is hard to believe this comment came from a democrat holding an elected position in a country that stands for democracy. I believe in following rules, but I also know it is good practice to stand up against unethical decisions.
As for the chief, I heard he had a swell retirement dinner this past weekend.
"It's not their prerogative to question our policies," he said. "We set policy and their job is to do it."

Not to nit pick, but isn't that quote sort of taken out of context? I mean, I just looked at the article and that appears to be in response to whether the police officer's association will have input on who the next chief will be.

I don't know about you, but at my job, the board of directors pick my supervisors and I dont' have much say about it.

To answer your question, Bejarano said it was a "Luxury" to have a police department, during a council meeting and quoted in this paper. Now with Garcia's poor choice of words (again!) it really goes to show people how arrogant they truely are! Garcia's continued lack of support for the polcie department is truely evident. But then again she started off nice by saying, "Police are heros." Then why did she play a role (voted for) in firing a "Hero" like Chief Lopez. Maybe she didn't believe a "Hero" dedicates 27 years of his life to Baldwin Park. Mr. "GOBRAVES" you can research these quotes in articles and the archives of this website. While you're there check 2007 and plug in the key words "murder, shooting, stabbing, police" and etc. Hopefully you relize how the crime is in B.P. Unless these egotistical councilmembers have you fooled too.

I wasn't able to find the luxury quote in the paper.
I've never spoken to any of the council members, but I read somewhere that crime was actually down in Baldwin park every year for the last 3 years. I'll have to double check.
Again, to play devil's advocate regarding the luxury quote:
I've read on this site that the cost of running a police department is signifcantly higher than contracting out to the Sheriff's, or as some other cities do, to other police departments the job of law enforcement.
I've also read on this site, and others, that the the LASD and other such contracting options are signficantly inferior forms of policing in comparsion to having a "full service" police department.
So, assuming all of that is true, isn't Bejerano's comment, although possibly too candid and a poor choice politically, a true statement? If your options are a more expensive, but better option (a), and a less expensive, but less quality (b), isn't option (a), by definition a "luxury"?

I SUGGEST YOU READ THE PAYOUT SHEETS AND SEE CROSSING GUARDS,ANIMAL CONTROL,EXCESSIVE LAWYER CHARGES AND CAMERAS AT INTERSECTIONS THAT ARENT EVEN BREAKING EVEN FOR THE CITY. Council Minutes of Mayor Manuel Lozano and Marlen Garcia saying inappropriate things got erased or "disappeared"? Just vanished out of thin air?
Well I guess if you are one of the four Amigos of the time you could do anything even Magic!
He predicted in 2008 the corrupt would do everything they could to get rid of the Police Department!
Well they certainly did. The Police have to worry about keeping criminals off the street and it looks like the real criminals are running Baldwin Park! That should change soon. The cops also got rid of many Corrupt City Employees but there are still corrupt employees that need to go.
The PD now knows they can never allow Corrupt Politicians to get into power in Baldwin Park.
The PD knows that even the ones in power can become corrupt over time.
CORRUPTION must be crushed every time it shows its filthy face.

That sounds like some serious revisionist back slapping. It's not exactly a "prediction" if the councilmembers said in 2008 "hey, the police department is too expensive, we need to do something quickly or else we will be stuck going with the sheriffs" and then 5 years later, after nothing was done, that they say they have to go the Sheriffs.
