The State has thrown in the towel. If the Government can not tak care of the problem the people will. The laws the courts the prisons were created to bring order to the land. You let them all out their no work. They will go to crime. We have 2 million gang members in S. Ca. the rape rob murder steal and sell drugs while we all sit around and wait to be a victim. the State told us what they think of te people. We need to rigt them off and take care of the problem. How about a gang tax $5,000 per member per property where they live. Most gang make money they do not pay any taxes lets tax them. The State does not feel bad about taxing any one else. They do nothing to them. Thy spend millions on them the public spends millions being victims and no body cares.
