Letter: Carbon tax would help solve warming crisis

A carbon 'surcharge' defined as being a price on carbon rebated to the consumer on 'average energy use for a class, is necessary, effective and would actually accomplish the goal without a major disruption.
A tax, offsetting other, more regressive taxes such as income, payroll, medical insurance, etc would probably be workable too.
