Elizabeth households taxed $1.00 for 100.% for Municipal Library charges

This was explained to several people last month when they opened up their tax bills and thought there was a mistake. This will continue to spread into other towns and municipalities all 21 of Union County NJ. I heard some of the library directors make 1000000 collective salaries. Will this tax charge include these directors salaries and include these tax incentivies for 2012, or will Union County continue to claim shared services for all 21 towns and municipalites?...
Your guess is as good as mine...
