Fascism: A political philosophy, movement, or regime (as that of the Fascisti) that exalts nation and often race above the individual and that stands for a centralized autocratic government headed by a dictatorial leader, severe economic and social regimentation, and forcible suppression of opposition.

Considering the police are enforcing laws our elected legislators drafted and passed. I don't see how this is applicable to a specific cop.

Unfortunately the term "Facist" and "Facism" is all too often used inappropriately to describe someone or something that is undesirable without consideration to the true meaning. You hear it from mostly younger children or adults with limited education to describe those laws and or people in authority whom they do not like. What they do not realize that under a facist government there is no police force. There are squads of enforcers who kill those who oppose the dictator and/or his/her edicts. They are not referred to as police or law enforcement.
