I can only think Halbritter figured a future court decision on the federal level would not recognize the tribe rendering his entire operation null and void. As long as the 2 counties drop the litigation (which is part of the deal)the OIN is still making out like bandits.

Ray didn't loose. Cuomo sold us out. Fifty mil ain't nothing compared to what the newly built casinos would bring. We need more casinos around this area to stop the greed.
