Chief wants more officers to stop crime before it occurs

Sounds like the Chief needs to watch fewer movies; like "The Minority Report" W/ Tom Cruise.

Another bureaucrat who is looking to expand his kingdom based on bogus ratios of cops to the serfs(tax payers). Enough of this BS. Fire him and get someone who can do the job and NOT spend excess money for new buildings and personnel. Also, make sure the drones at the top live and pay taxes in the city where they are spending your tax dollars!
