I attended the August 26, 2013 monthly meeting. I observed the actions/antics and heard the comments/questions/veiled accusations of some of our county commissioners. I watched as various commissioners got frustrated and walked out before the meeting was asked to be adjourned. Then everyone walked out without (what I consider) proper adjournment.

Based on what I observed, I would recommend that any questions/comments made by the commissioners be directed to a specific identifiable person. That way the public would know who is being addressed, who is responsible for responding and the limits of control that the commission has.
In addition, if the commissioners have questions about specific things, attend the committee meetings that cover the issues they are concerned with or possibly get written explanations from the responsible individual before the meeting.

I heard various references to discussions with other commissioners.(Need to be careful there.)

Robert’s Rules of Order were referenced numerous times during the discussion phases. I would recommend that all commissioners purchase their own copy, read and understand it and apply appropriately.

I also think that the citizens of Hawkins County should consider legally reducing the number of commissioners to no more than 14. Possibly set all the committees to have only 3 commissioners. Maybe have two additional appointed citizen members from the county for each committee with full voting rights. Establish a simple written hierarchy of committees within the county, who is on each committee and what the responsibility and authority each committee has. That way the public could possibly comprehend what is going on and who is responsible.

What occurred last night left me with an impression of impending chaos. Then again…I am ignorant…but I am trying to learn….

(PS: To the commission…please consider not reading out loud, each full resolution being presented.(Except for honorariums.) They are available on the County Clerk’s website before the meeting and are shown on the projection screen. Provide copies, if necessary, at the door. Reading the resolution(s) out loud, word for word, is redundant and accomplishes very little.)

I think you should run for commissioner. You sound like someone that could represent Hawkins County very well. We definitely need a lot of change.

Elected would not solve things..getting idiots out of office is the biggest problem. hell they mostly are there to protect their or their families county job, what ever happened to the big tbi investigation?

We desperately need real solutions.

Which is exactly why I propose that we install a giant Ten Commandments plaque in all government buildings. Because America is a christian nation. If you do not like my plan, then that means that you are not a christian. Go back where you come from.

I also propose that we give everyone across the board tax cuts.

If we have to fire some teachers to pay for these tax cuts, then so be it. Most of these government employees like teachers and maintenance people are freeloading on the public dime, so they should all be fired anyway.

In Sullivan County their county commissioners are considering an ordinance which bans Felons from being hired.

Now that is exactly the type of leadership we need to see in Hawkins county. Why can't Hawkins get leaders into office that will stand up for our christian values?

If you commit crimes, you do not get a second chance. Period. We will not hire a criminal into any job, so go away.

Sullivan is getting tough on criminals, and that is what Hawkins should do as well. Imagine if Hawkins county passed a law banning criminals from being hired. Then all these people who commit crimes would simply go away and leave our community.

The tbi investigation was part of Mr. Taylor plea bargin. Get the facts straight. Also I'm proud of our county commissioner for standing up against wasteful spending! Get real dude and drop crap that u know nothing about.

i agree - we can just let them starve and live in the streets. i mean after all once a crime is committed it doesnt matter if they try to do better and want to work just let em die in the streets. just remember - those officilas your so proud of probably commit more felonies before lunch than most do in a life time - just ask jay and godbee and all those yet uncaught. by the way - do you work? do you get food stamps or a government check? just curious because you sound like a holier than thou parasitis scumbag.

I agree with Carwile the number of commissioners should be reduced to two from each district. 2013 would be an optimum time to introduce that resolution since the primary is in April 2014. At least two of them won't be running again, and the 11 who put Taylor in ought to be too ashamed to seek re-election.

No county employee should be allowed to run for county office because of conflict of interest, in spite of the little spiel at the start of each meeting. It's insane.

I agree with the reduction. My district is five and I would be happy to lose a certain one of ours. There are some good commissioners but the mayor has zero control and tries to make everything a joke. What district in mr carwile in?

Old White Men running the place is the reason the county is so stagnant at a time our smartphone world is evolving rapidly.

Its inevitable that the US is going to have to be split, one half for the left-behinds and the other half for the do-everythings. I can assure you the left-behinds like those who run Hawkins are a big cost drain on the entrepreneuers who get things done. Then the left-behinds can enjoy skeleton county services because all who are left don't want to pay taxes or can't afford to pay taxes because they do nothing.

The county mayor position is a halfway house for good OLD boys who aren't ready to go home yet and want to keep holding back progress. Last 25 years we have had Doug Price, Heiskell Winstead, Crockett Lee, now Bailey. That was the time of rapidly advancing technology and communication. Need I say more?

Tim, my understanding is that unfortunately a number of the commissioners are functionally illiterate, so the reading might be the only time they get to hear what they are voting on.

Wait a minute while I raise my head off my desktop......

Anyway, I got to thinking some more (always dangerous...)

The commission voted for two amendments to the budget resolution during the discussion phase (additional money to property appraiser office and increase the VSO pay).

With the original budget resolution then being tabled to next meeting, I would think that any amendments made and approved are not effective because the original resolution was not approved????? Gotta get out my Roberts Rules of Order....
