MR.ZACHARY SHOULD NOT BE SURPRISED AT ANYTHING THIS TOWNS LEADERSHIP DOES. NO PUBLIC NOTICE OF MONDAYS MEETING?DID YOU LOOK IN THE KINGSPORT TIMES NEWS,THIS IS WHERE OUR LEADERS,AND I USE THE WORD LEADERS IN ITS LOOSEST FORM,HAVE CHOOSEN TO ADVERTISE THEIR MEETINGS RECENTLY.CASE IN POINT THE MEETING WHERE OUR PARKS AND REC DIRECTOR WAS FIRED.THE PARKS COMMISSION CHOOSE TO CIRCUMVENT LAST YEARS SUPPORT OF MY WIFE BY OUR TOWNS CITIZENS BY ADVERTISING THE MEETING IN THE TIMES NEWS.WHAT ABSOLUTE COWARDS.MR FLOYD TOLD MY WIFE TWO DAYS BEFORE THE MEETING SHE HAD NOTHING TO WORRY ABOUT ,ANN HOWE SAID SHE KNEW NOTHING ABOUT THE FUTURE OF HER EMPLOYMENT EVEN BEING ON THE AGENDA.PROBABLY SO MARY JANE WOULD NOT HAVE TIME TO HAVE ANYONE SPEAK ON HER BEHALF. SO NOW THAT THE CITY HAS CONTROL OF THE HALE SPRINGS INN,WHO NOW MAKES THE MORTAGE PAYMENTS TO CITIZENS BANK?THE TAXPAYERS? I SHOULD THINK THAT THE CITIZENS SHOULD KNOW. DONT YOU?

Heritage Association Board gave City Inn and grant. Kept mortgage, taxes and insurance for themselves.

Thanks for the reply,I hope all goes well with the restoration.My family and Iwill pray the restoration goes well.Although we are not natives of Rogersville,we have enjoyed living here for the last nine years.Good luck to all.

Am not surprised Phillips/Sells took control of Inn. Already control BMA, all committees, Chamber. Only Heritage Assoc. left to grab. Old Heritage Assoc. wouldn't have let it happen. Who's on there now? If City wanted Inn, why didn't they buy it? Most likely won't turn out well. Look how messed up everything else is.

It was stipulated in the grant by the TDOT that the City had to have "possession" of Inn. The Heritage Assn will still operate the Inn with all monies being used for the Inn only, not for any other projects.

This grant is also the first of its kind.

Think about it...the RHA has had the Inn for how long now? 3 or 4 years? Until the City "took control" nothing was happening to get the Inn reopened!!! You also must keep in mind that the City is the one who actually received the grant not the RHA. Bet the current RHA board is pleased that the City did. Otherwise someone would have to make good on the loan out their personal pocket!!!!!

Just Wondering and Up to Date are confused. Hale Springs Inn grant "the first of its kind" because it was awarded to not for profit organization. Had been awarded to many municipalities across state. Grant was awarded to Heritage Association through hard work of Sen. Williams. Go to TDOT website archives, and see for yourself.

The news release also states that the grant was awarded to the RHA when in fact they wrote the grant, but the City receives/controls the money. The City must be extremely careful in administering the grant because the city has to pay for work completed then submit the paperwork back to the TDOT to be reimbursed. If anything is deemed unacceptable then the City will NOT be reimbursed!!! Now we are talking major problems if that should happen!!

Question: Did Ken Givens not help to secure this grant as well as Mike Williams?

RHA bought the Inn and waited for the grant to be approved. It was announced March 2004. While RHA was waiting for TDOT lawyers for develop wording for paperwork due to this being the first grant of its kind awarded to a non profit, they were informed by the City that the City had "taken control" of the grant in order to expedite matters. This information did not come from TDOT. This was 18 months ago.
When an organization purchases property it is owned by the organization, not by individuals, and members do not have to pay for it out of their "personal pockets" unless they so choose and make the donation to the organzation.
The City is mentioned nowhere in the Governor's press release.
Both Commissioner Givens and Representative Harrison supported the awarding of the grant, but both would tell you Senator Williams was the key player.
I believe the story that the grant was awarded to the City got started when it was published in area papers, but our local paper never published that and has been well informed of the project since it began.
I can see where Up to Date would have drawn some of the conclusions he/she has drawn, but they are not all accurate.

Just read the first sentence of the May 12 article at the top of this page, and let it sink in slowly. Then decide if anything that happens after that can be considered a good idea.

Incorrect conjecture on My Two Cents' part. Members and donors quite capable of handling this project. Many handle projects much bigger.

I thought I read in the paper that the Heritage Association welcomed the City's efforts.

Some furniture has mildewed. Who knows what else?

The explanation from the Department of Transportation was because of changes in staff in the Nashville office. The hold up was not local. You can verify this statement in Nashville. The City took over 9 mo after the grant was announced claiming it was for expedience, but 19 mo later still no work is being done. Hopefully the real story on this will come out. Several locals know it.
