MTBE was a poor product with high environmental risk producing high groundwater remediation costs.
The 2005 energy policy, under Bush/Cheney, eliminated liability protections for MTBE manufacturers arising from water contamination lawsuits. The marketplace switched to ethanol because there is no similar threat of groundwater contamination from ethanol. Anyone who stuck with using MTBE was on their own, liability-wise, in the event of an environmental contamination incident. No one was going to put their business at risk, so they switched.
Yes, you get a twofer, as you can chalk up both the power plant switch to natural gas, and the gasoline manufacturers switch to ethanol, on the Bush/Cheney energy legislation.
