I heard the Commissioner's Court discussion on August 28th when this appointment was made. Barbara Barber's resignation was effective September 1st. The court was responsible for filling the position until it can be filled through the election process. There was discussion several weeks ago about making an appointment but the court decided to wait until the two major political parties could submit the name of their candidate for the selection. The Republican party submitted Sweet's name. At the August 28th meeting, Judge Hogan announced that the Democrats said they did not have a candidate. So Sweet was selected.

There is a blog on neighborsgo.com from Tony Fisk, chairman of the Rockwall Republican Party, describing the process they followed to come up with Sweet's name.

Research on the internet is fairly simple. Barbara Barber succeeded Kathryn Feldspauch whose last day in office was 6/30/07. A Rockwall Herald Banner article dated 7/6/07 says "Barber was sworn in Monday." According to the article, she had worked in the tax office for 11 years. She faced election in 2008.

The appointment was made by the entire commissioners court. Members in 2007 were: Jerry Wimpee, Lorie Grinnan, Bruce Beaty, David Magness, and Chris Florance.

Kim Sweet has three things going for her.

The first thing is she's eminently qualified. She has spent many years dealing with vehicle registrations and spent countless hours doing title transfers at the very office she now works. Her work ethic and dedication are absolutely top notch. Rockwall and the tax office are extremely lucky to have such a qualified and hard working individual.

The second and third things going for her: Boobs.

Qualified... maybe yes she has done title work but there is more to that office than that....
To bad the one that has worked in that office longer than Barbara Barber and his more qualified than Mrs Sweet, wasnt selected not only was she not selected but she was removed from her assistant cheif deputy position back to a counter clerk!.... seems "the board" had made that choice long before the pannel interviews was even done. GO ROCKWALL... its no longer the good ole boy system but the NEW ROCKWALL SYSTEM, the ones that felt free to sit on the courthouse square election night and drink thier beer and discuss who they already chose before the board even meet the ones that applied for that position. I used to be proud to say I was from Rockwall, now not so much
