Rockwall Police arrived on scene of a burglary of a vehicle in progress. Suspect stole a laptop and a 22 caliber rifle. He then barricaded himself inside a house as he was also a violent wanted fugitive. After a several hour standoff Rockwall police officers wanted to make entry but were then told by their Chief to leave the scene leaving the armed convicted felon in the neighborhood.

An incident occurred at lakeside village on Friday January 11. Car theft in which the burglar stole a 22 caliber rifle along with 300 rounds of ammunition. The owner caught the man stealing in action and tried to chase him. Rockwall police department arrived on scene and saw the burglar go into an apartment. The girlfriend arrived and told police he was on drugs, he is identifed as being a part of the Aryan brotherhood as well as a known felon. There were bystanders observing this entire scene unfold. Rockwall Police went to apt and tried to call out for the burglar to give up and come out. There was no response from the apartment after several shouts. Neighbors were beginning to get very concerned that this felon would load this assault weapon with the rounds and be armed and dangerous in our community. We thought it would be ok once the police were given permission to go inside the apartment and arrest this burglar holding a loaded weapon. Come to find out the police called their chief of police to get the go ahead to retrieve the felon, however the response was unbelievable, the chief of police told the police to leave the scene and let it go. Among the bystanders were off duty officers from other cities and neighbors begging the police to not leave them with this violent criminal in the Apartment. The girls that lived in the apartment were told to just go on in without police protection. I am a very close neighbor to these apartments as well as a mother of two small children and I am appalled at what happened. I expect to feel confident the the police would not leave an armed criminal in my neighborhood and walk away!!! This is unbelievable and unacceptable and will not be left to the wayside without being published!!! After the horrible incidents happening in this country to just walk away and not protect their citizens is not ok. They were begged to not leave the scene for fear of what this man might do. To turn their heads and walk away because of an order from their chief of police. Believe me this will not be swept aside until someone takes responsibility.

You're lying. There is no way they called the chief for direction. There's about 3 levels between them. Quit making $-!t up.

I live a few houses down from where this craziness happened. Watched it all unfold. And yes, it was informed to all of us out there that the Chief of Police made the final decision and we all needed to go home. I don't think SWAT ever showed up, but I don't know if Rockwall has a SWAT team. Regardless, I was not happy that they just packed up and left. This guy has caused many problems in our community. They were just at this house on New Year's. I'm glad some officers remained on scene when those poor girls went back in their house. They pulled that A-hole out in cuffs and I saw them bring out bags of stuff and a large rifle. Either way, they got him. So be it.

The Lt. on scene advised all of the neighbors and everyone watching that the Chief of Police ordered the Officers to leave the location and leave the convicted alone with his stolen rifle and laptop. This placed the community in jeapordy and the citizens had to take it upon themselves to do something that the police are paid to do.

As a former Officer I can guarantee the officers out at that scene had no desire to leave with out seeing the situation all the way through to the end. They have my full support and the decision made by the Chief should not be a reflection on the responding police officers. But I will add that if it is a fact the decision was made by the Chief to leave a felony suspect who was armed inside a residence and allow a citizen or citizens to enter the dwelling then something is seriously wrong and he needs to held to a greater standard than he holds his people to.

RCE - it would have done no good to call the Sheriffs Department, I was listening to the scanner the other day and an officer from another jurisdiction was chasing someone in to rockwall county and was asking for help and their supervisor refused to let the officers help. Who have we got running our police and sheriffs departments???

I also observed and overheard this incident. The gentleman whom this burglar stole from should please voice what happened as well. As a Lakeside Village resident I believe the RPD have a moral duty to "protect" not walk away leaving unarmed citizens with an armed felon at their hands. Although I understand their position to follow orders from the chief of police, I am sure they are ashamed to have left us as they did.
