State cracking down on online gambling

Even though I live in Oregon (another state that passes stupid laws), Washington has out done itself on this one.
Passing a law with no intent to inforce it will once again cost taxpayers enormous amount of dollars. Even if Washington did decide to inforce home gaming it would cost the privacy of most honest citzens and money. Would'nt passing a tax on online gambling be better?
