Illinois still faces intense fiscal problems, which includes unpaid bills of about $8 billion, the underfunded state pension system and of course the rising Medicaid costs. The governor continues to talk about Medicaid and pension reforms this year. But the General Assembly is either unable or unwilling to act.
Back in February, in the budget address, Quinn told the bipartisan Medicaid committee to come up with some sort of a plan by April 17, since the program was "on the brink of collapse." The committee's disagreements underscore the difficulties in cutting the program. Major reforms are going to prove especially difficult in an election year.
