Time for another expensive consulting contract that takes two years. Then two more years of NIMBY hand wringing. Another two years of politically appointed board members with no business experience
agonize over the fact that "HORRORS" crowds of families and people are coming downtown to play in the fountain by the river.Not being able to resolve serious concerns they commission another consulting contract and decide to post signs threatening arrest and assign full time police presence to keep the fountain safe from the public.Finally they decide to declare the entire block of dilapidated factories historic monuments and buy them from the politically connected owners
and turn them into parking garages.
