Based on what seems to be his total lack of management skills, and overall weak and ill conceived crime enforcement... yes.

And even more for his support of RPD officers abusing innocent people and condoning their actions.

Be very, very, very careful what you ask for. Mayor Tom may have some faults but his inevitable replacement could be disastrous for Rochester.

Think about it.

You have to remember too that Chief Sheppard is the Mayors puppet, so if there is blame to be had it has to go to the top and that would be the mayor.

I heard Chief Uncle Tom on 1180 today, he was explaining that the 40 cops are needed at the Sibley's Build for the "perception" of the area.

What does he think the "perception" is now without the cops and all those black school kids???

Maybe it's time to address racism instead of going along with it?? I guess he had to "go along with it" to get the position he has today, but one might have the perception that a black police chief might not really be as good as a white one cause blacks not only eat a lot of doughnuts and fried chicken, but blacks are also more likely to steal, be in a gang, or be dishonest. Well, that at least the perception of the people that he is trying to easy their minds with 40 cops, our money to pay for it, and the lives and property of people in other areas of the city that have a higher crime rate and that are more in need of the 40 cops.
Maybe the Chief Uncle Tom should ask the father of that white guy that was killed at the front of his house and left to die as the RPD took way to long to get there and the ambulance were not allowed to move him till the RPD got there, ask that father what he thinks of tying up 40 cops to other areas with no crime just to try to please some racist whites.

Well put, makes perfect sense.

To add extra officers "for perception" (fluff), and not allocate them for law enforcement in areas that desperately need them is ludicrous - and a dereliction of duty... not to mention the wasted resources and attendant taxpayer costs.

This man becomes more out of touch by the day. We need a chief that will develop and implement methods that go to the root cause, and is not afraid to shake up people (to their foundations), in order to protect those that live within the law -- and need it.

Chief Sheppard is the poster boy for why gangs can incubate, prosper and grow in Rochester. There is no penalty.

Sure it will be a long hot summer with a lot of crime, if all the RPD officers all want to hide in the white areas or be assigned to the low crime areas.

RPD can be summed up in one word: mismanagement.

They have an incompetent individual at the top, that holds town hall Twitter meetings instead of proactively policing. His plan must be to never look is adversaries in the eyes. Just keep looking under the shade.

It is going to be a long, hot summer.

Maybe the chief can includes tips to stay cool in the summer gang newsletter. Have the fire department turn on the hydrants. Crime will plummet.

The mayor won't let them pro actively police because it starts to bring in complaints to his office as well as the PD. The days of pro active police work are gone. Until the chief of police position is no longer an appointment by the mayor nothing much will happen.

"The mayor won't let them pro actively police because" some liberal goverment do gooder bought into this bullshit term of "racial profiling" after years in law enforcement you find that if it walks like a duck or quacks like a duck it's more than likely... a duck. It's time to arrest the bad guys enforce and PROSECUTE the bad guys more bullshit useless gun legislation is not going to help take the guns out of the hands of gangbangers!!! Did ya see the police chief with the sheriff in the interview.. he was a lost sole looking for a way out. The sheriff based all his opinions on facts and statistics. The Police chief of the city ioof rochester went right along with the city folks who want less shootings and violence but do nothing to point out the people that are the actors in the crimes...

I agree with The_ Patriot_USA about the courts having much of the blame.

Too bad that voters have a short memory, and the elections are pretty much rigged.

I'd be a bit reluctant to call the daily dance party mayhem at the Liberty Pole a "white area". Those animals running wild there have ruined downtown.

the rpd and all police nation wide should go back to good old policing.instead of trying to save an area that is beyond repair go back to trying to isolate to those said areas.nobody forces you to move and live in a historically crime riden area and then say o my god look at all the crime.no they move the gangs off of a trash corner put heat on it so they move to the safe quiet areas and ruin a new area instead of remaining where they were and can remain monitored.bad behavior can not be eliminated only isolated therfor mitigating how it effects society as a whole.heres. is an example;lyell ave has always been full of hookers(past40yrs) so keep it from spreding from there the best you can.i dont like hookers so i wont live there dont move them from there so they relocate to the other people who have decent neighborhoods and didnt sign up for that while the pimps and hookers remain out of police radar.thats why its called policing not eliminating.

Thats cause the RPD and you don't know what "pro active police" are suppose to do.

It's not illegal stopping, and searching people and their property.

How about under cover cops buying drugs or getting white Jons to pick them up on Lyell??? You never hear of that stuff, cause our RPD officers are all scared. They would prefer to have a large group of them together and illegally stop and search a car.

How about doing walking patrols at night in high crime areas and instead of illegally searching people, just say hello to them, get to knew them and make a relationship with them??

Its silly ever summer there will be a news story of the RPD doing foot patrols but its only in nice areas, on nice sunny days and only during the day time. WHo do they think they are fooling??
