Do you really think a drunk can refuse all tests??
They may be able to refuse a breathalyzer or to do a sobriety test, but they can't refuse to blood tests.
""""New York law requires you to take a blood, breath, urine, or saliva test if you are arrested for a DWI. New York’s “implied consent” law says that if you are lawfully arrested by an officer who has probable cause to believe that you have been driving while intoxicated, then you consent to taking a chemical test of your blood, breath, urine or saliva for the purpose of determining your blood alcohol content (BAC). The officer gets to choose which test you take and the test must be taken within two hours from when you were last driving.""" ""

Learn the law sweetie before you get could drunk driving like this girl and think they know everything and get charged with additional charges like obstructing governmental administration.
I love all the want to be lawyers on here. Hey Ralph here is an exert from the link you posted you idiot.

If you refuse to take a mandatory blood, breath, or urine test, you cannot be forced to do so. However, if the incident that caused you to be arrested also caused injury or death to another person, and you refuse to take a test, then an officer can get a court order that requires you to take a blood test. Ralph this is on the page you posted learn how to read.

I was once charged with DWI and knew the law I refused all tests and beat the charge in court so stfu when you know nothing.
