Police: Teen Struck By Car Was On Drugs And Acting Erratically

Police in Webster said a teenager who was struck and injured by a car was high on acid at the time of the incident.
Tommy Nguyen, 19, was struck by a car driven by Daniel Mastrodonato around 2:15 a.m. Monday on Shoecraft Road near Ridge Road.
Webster police say Nguyen was acting erratically, which included running into the road.
Mastrodonato, 58, was charged with DWI and vehicular assault. He was arraigned in Webster Town court and will be back in court July 31.
Nguyen remains hospitalized with serious injuries.
Should the driver be charged? The drugie ran right in front of his car. Is it possible the driver saved this drugie from doing more harm to himself or others?
