So the RPD has arrested about 30 out of about 47 murders. Not to mention shooting where the victims survived?
Black against black violence. Millions of tax payer dollars waisted for law enforcement grants. And the murder rate is as worse as ever. So the stats are spun, 65% sounds better than VIOLENCE IS JUST AS BAD AS ALWAYS.

The violence is worst than it has been before and climbing every day. The powers that be are spinning the numbers so the good people of Rochester won't start to protest in the streets. You can also blame the main stream media as they won't report the truth.

Perception of crime in Rochester? Highest rates if crime violence than Brooklyn or NYC
Violent Crime Stats for 2012.
NYC= 3.98 per 1000 residents. Victim chances=1 in 251.
Brooklyn = 6.78 per 1000 residents. chances=1 in 159.
Rochester = 9.63 per 1000 residents, chances = 1 in 104
