Police have identified a Rochester man who was shot in his upper body after they responded to Reynolds Street for the report of a shooting on Wednesday afternoon.

Why do they still always only identify victims???
Does it make the RPD feel like they are doing something by identifying the victim cause they are never able to identify the suspects?
Do they give the name of the victim so the suspect will know the name of who he is after and help him locate the victim to finish him off?
