I saw this story on the news, and I could not believe how NY state sucks the money out of every facet of human existance to pay for all the people on welfare.
I has been going on for a long time;
Soon there will be a NY state breathing tax ....
We need a massive change in direction with the leadership in NY!

This why people have been leaving NY and the other northern states for years. Keep living there and keep bitchin.

This is the tax (surcharge) that pays for, among other things, uninsured gunshot victims taken to Strong for trauma care.
Essentially, we all chip in to pay for the Emergency Room visit, surgery, recovery (many times in intensive care) and ongoing rehab... a bill typically totaling tens of thousands, that sometimes climbs well beyond $100K, depending on the extent of the other thug's precision.
Because a hospital can't turn anyone away in NYS, lawmakers decided to distribute these costs to paying patients. Much like the box that says "would you care to donate?", but the state puts a check mark in for you.

"The HCRA Surcharge is a “tax”- similar to a sales tax - on the hospital services that you have received. The hospital is required by law to collect the HCRA Surcharge and to pay it to the NYS Department of Health, unless your health plan has elected to pay the HCRA Surcharge directly to the State. Some health plans will pay the surcharge on the 'patient responsibility' portion of your bill, for example, co-insurance and co-pays."
Other surcharges in NYS include gasoline, tobacco products, telephone and court costs. There are many others, usually hidden from view.

This is evidence that we need to remove all the incumbents!
Let's get rid of all these progressives!
We need leadership that honors people who work, and obey the laws ... and punish those who don't.
We can't expect change by re electing the same people back in office!

While I completely agree that we are poorly represented on both the state and federal level, without this surcharge, hospitals would find a way to distribute these freebies to anyone using their facility.
We all pay for the crap that is perpetrated by a few derelicts, and for some demographics we pay a lot. Its just another form of welfare, in the guise of a surcharge (tax) on New Yorkers.
We need to clean house in Albany (including our corrupt governor), and dump Chuck. But the sheeple keep electing these losers.

Paying for the uninsured folks who need medical care can be solved locally by the hospitals and the local community.
By adding state buracracy to the problem just means that the crooks in albany have made yet another slush fund that they can steal from.
With Andrew Cuomo's corruption starting to leak out into the liberal loving media, we are starting to find out how all the "thank Cuomo" ads right before election time are paid for with the Federal money that was intened for the hurricane Sandy vicitms, it isn't a far leap to think this money will also go to feed the cuomo's corruption.
It might also be going to fund Cuomo's Tapenze bridge project. Who knows.
