The first thing the states should demand is cutting welfare to the bone. We can't afford to support bottom feeders anymore. Take the pressure off the people paying taxes.

The only problem I can see (yeah, sure) is that the Justice Dept would litigate any serious attempt with all they have, and it's substantial. It would take decades. By that time the players change or loose interest.

the justice dept falls under the executive brance, and therefore must comply with any new amendment or other changes to the constitution.
I'll speak more slowly, follow along. Justice could tie this up in court for the next 25 years on technicalities, that's what they do, and what they are extremely good at. They would only need to comply when legislation is passed by Congress - or a majority of the states.

Justice has thousands of reasonably talented attorneys that have lots of time (and no caseloads from pesky clients) to research why this shouldn't go forward (translation: how they can seriously impede the process and ultimately influence it's demise). Then the lawsuits start, challenging everything, probably one of two a week for years. They will each require action and tremendous legal resources - from both Congress and the states.

While I agree that something needs to be done, and action is 20 years overdue, it's much tougher than it looks. The cost to taxpayers will be astronomical, because Justice is not constrained by what its "client" will pay in fees for a successful outcome.

Don't loose sight of the fact that they are the largest law firm on the planet, and hire from the top tier law schools. They are a very formidable opponent. Justice knows how to bring an issue to its knees by throwing tons of manpower at defeating or seriously delaying/changing it.

Although I understand your skepticism toward fixing the government, it seems hopeless that the government is capable of fixing itself.
You're right. The Obama administration has pushed us into the abyss. From the bailout to his convoluted foreign and financial policies. Our federal (plus state and local) government needs to be overhauled quickly, if we are to salvage it. I would like to see the process move forward quickly (for my own self preservation).

Stop hemorrhaging money and our good will outside of the U.S., not to mention taxpayer dollars stolen internally, and wasted on shady deals benefiting someone's pal or relative (look at the State Dept, that can't account for almost $1 billion, which didn't evaporate).

I would be a supporter, but I have dealt with the feds, and know (somewhat) how they work. It is diabolical. There is no level playing field.
