Go figure it has the 3rd highest poverty rate in the USA. What kind of people are living in the city?

When my family first moved to the city of Rochester, it only took us 7 years to finally afford a nice big home in the burbs. The part of the city we lived in was still overwhelmingly white, but was experiencing cullerds sneaking in to commit crime. Now my old neighborhood is totally crime infested and gutted out. Amazing what one kind of people can do in a few decades to ruin what a different kind built up and made prosperous for over a century.
