Mothers Angry Over Law That If Kids Miss School Welfare Will Be

Why would welfare be cut off? If children miss school. It's because they had an appointment/illness of some sort or they skipped. If they skipped a full day then maybe welfare may be cut off. but if they had an appointment/illness then surely health insurance will cover welfare so it's not cut off? this whole new concept is confusing.
