Then hopefully the letters were written at the fourth or fifth grade reading level with a few pictures thrown in to keep their attention.

END of DEBATE:
A divided City Council approved a $1 million renovation and 10-year lease for a downtown police substation at the Sibley building in Rochester Tuesday.

Objections were raised about cost and that other neighborhoods have been asking for a return of substations for years. The vote was 6 to 3. City Council President Lovely Warren joined council members Loretta Scott and Adam McFadden in voting against the measure.

The new office would accommodate 40 officers and staffers. The lease would commence July 1.
