Inmates use to learn trades and go to work in the penitentiaries in Illinois. Learned trades like automobile repair, electricity, and carpentry, made furniture for correctional offices and sold on the open market. Then the unions bitched. So now they warehouse inmates at 60K a year. Best system money can buy.

Inmates at a minimum security near Des Moines, Iowa work on a farm at the institution to raise food there and for the other institutions. And the inmates think its cool.
