This is a complete lack of understanding by one one Council Member. The other Council members seem to have a good understanding of assessing, housing values, and what drives taxable values. It is the new construction and new home owners that will see a reduction in their property taxes due to the falling home values. The more of those two categories you have in your city, the more money the city loses.
