Public Officials should operate within the law, as well as its spirit and intent of the law. An actual controversy exists as to whether the City had the authority, without voter approval, to enter the Lease and whether the Lease is valid. Follow this case as citizens rights and voter rights are directly affected by the outcome - not only for this case but in other cases where public officials attempt to break the laws that voters have passed.
