Because if they stopped spending the umpteen billons in unnecessary waste they would be able to reduce taxes on everyone. It would also eliminate tens of thousands of union jobs and besides all of that, Congress would have to actually make decisions that are critical to the nation and it's people. They might even be held accountable for their actions.
