They can't raise the property tax more without a vote. Therefore, they found a way to break out the lighting as a separate item, sell bonds, and tax for that separately. Lighting and trash pickup are things people expect in their taxes. A few years ago they tacked on an added $300 to each tax bill as a separate item. They will do anything they legally can get away with to increase taxes. And yet they don't go after and collect the taxes that have accrued! Next is an amnesty program to collect something on back income taxes instead of going after those who owe. Some of it is just laziness on behalf of the administration. Go after the quick buck rather than take time and get all the money on the table. Detroit is so screwed up that they can't say for sure who owes income taxes. That is truly sad. A few of us with bigger computers could run the whole show.
