City councils time would be better spent coming up with a real plan to end crime in the city, take guns, drugs off the streets, disbanding street gangs then keeping the morons with guns drugs out of the city arresting illegal immigrants then deporting them.
Your never going to have a prospers city with crime out of control.
Why would anyone want to live in a lawless messy jungle.
It is the responsibility of the city and law enforcement to enforce the laws of the land.
