wall it off as a union free enterprise zone allowing large scale mfg, warehousing, distribution facilities to open without fear of unions trying to take over the business once there,

reduce the excessive federal state county and city business , real estate taxes to attract new business to the area so that business has a fair opportunity to earn a profit.

profits are good they allow a business to reinvest in da hood, train employees.

require that companies operating in this zone pay a fair wage, hire full time Detroit legal citizens
provide training for those jobs needing upgraded skill sets.

the state could also open a non union operated training center in the area to get Legal Detroit citizens off welfare drug sales and into productive work.

it might take armed guards for the first year or so to convince the folks in da hood that robberies, looting, and other such activities will not be tolerated in this area.

its time to take a stand and decide once and for all who is going to manage, control, the streets of Detroit or other cities in America , the street gangs or the establishment.

the citizens & city hall need to take back the streets once and for all.

as crime keeps increasing in big cities I can see a civil war coming in America with control of the streets as the prize.

I want the establishment to win at any cost.
