Orr wanted to play a fool's game with the creditors, but they decided not to play, leaving him driving the bus. The bus tour was about to turn into a convoy of PR folk and media resulting in international humiliation for the city-once again.
Despite the EM situation a bunch of people still want to be mayor. They all have a public plan with no way to invoke that plan. One of the eleven candidates, John Telford, plans to get the $200M he says the state owes and $800M Mike Ilitch supposedly owes. Meanwhile, he has raised less than $2,000 for his own campaign.
I'd say the top place for promise would always be the riverfront. Moving water is always intriguing.
