In a general sense, the solution involves fixing things in BOTH countries. It isn't accomplished by Congress trying to “do something about immigration”. Part of this problem is in Mexico. Why would millions feel the need to come here.

YOU mofos think they all want to be here, but they don't. Back when a grad student, I taught an ESL/Naturalización class, and one night I asked the class, do you want to be here? If you could make a living in Mexico would you still want to be in the USA or Mexico? The answer came back from them all in unison:“¡México!”

Get it, they are pushed here by the dysfunction of the Mexican economy, not pulled by the attraction of your bloody foodstamps or better sidewalks or whatever. They're here because there are jobs. Employers willing to hire them and pay less with no benefits, cheaper than USA workers.

In specific terms, it means requiring USA corporations to behave themselves in Mexico, pay decently, don't destroy the environment, etc. This means also that the Mexican govt has to cooperate in reforming its own corrupt self. Govt agencies there are often involved in the economy, and always favoring corporations over the small farmers or workers. CONASUPO helps the corporations screw the small farmers. As a teacher I liked CONAFE, related to education, they put out a lot of good schoolbooks and children's books... ok, BUT despite good aspects even of the PRI govt, the parts relevant to the economy are corrupt and misguided.
