Only half the owners in Detroit are even paying property taxes(today's news). Conceivably, Detroit could double it's income simply by collecting what it has due plus the arearage. That's can't happen because city management has let the situation fester too long. They failed to collect on a timely basis while property was worth something and people might have caught up on current billings. Now they are waiting for some government plan to socialize the expense of mismanagement to the rest of us. Yet they still maintain the "man" is trying to take over the city and not let them run it themselves.
