Detroiters near refinery fire upset they weren't evacuated

What if Detroiters were told to leave? Would their property be safe from looters? Would they even leave? Were they aware of the problem? How would Detroit police go door to door as they did in Melvendale?
I don't have answers to these questions except Detroit needs better cooperation with Melvendale and Marathon.

If that refinery really did explode, it would be far worse than the recent explosion in Texas.
