When a drunk walks down the street and gets hit by a car, hopefully, the emergency team swings into action to save the victim. His clothes are cut off. Every orifice may be intubated. People are touching and poking him. He has lost all privacy and has no vote while his body is not functional. When the emergency team can bring back some functionality over time, he can begin to select his meals, get dressed, and be on his own with regular check-ups.
So it is with Detroit.
