When all of a sudden you owe $1,000 instead of $65. it's hard.
When all of a sudden you are charged for something you never received, it's hard.
When you try to make it right by contacting the city and nobody answers the phone, it's hard.
When the only way you can contact a DWSD employee is not paying the bill, it's hard.

These are not the majority of cases, but there are plenty of them. City workers will not answer the phone. If they do they put a recording on forever and leave. If you go there in person they will promise action and never deliver and never record your visit.

You obviously never have had to deal with the Detroit bureaucracy.

Save your money and hand stab your well. Plenty of water in Michigan..... I helped a neighbor with this and we found water at 12 ft..... Clean and cold....... In Boston, MA, the cost of city water was so high that people drilled their own wells and shut city water off...... Of course Boston caught wind of this and started citing people but I say stick it to the man....

You are correct in many places. Here in Livonia I have seen many homes where the water table runs very high. The sump pump or two must run continually. There are many homes here in Livonia and Westland where they still use well water for pools and irrigation. The head comes up in the garage where the pump is located, out of site of inspectors. I don't know of people that would drink such water. You could have it analyzed from time to time for peace of mind.
