Suburbs want clarity on EM's water proposal
Suburban officials say they need more answers if Emergency Manager Kevyn Orr expects them to buy into his plans to turn oversight of the Detroit Water and Sewerage Department over to a regional authority.

Because this could set the stage for all the suburbs to pull Detroit out of financial woes.
At a minimum, the poor management could cost everybody more and still not help Detroit.
