It's a two edge sword. Yes, you can argue that MIller Canfield is biased by advising on the consent agreement. On the other hand, they are well familiar with the conditions in the city and can save time and money over bringing in someone new.

Other provisions not mentioned are the ones that stop council from having to approve future contracts. That seems a more important reason to vote the contract down.

The wording of the bond agreement is fuzzy too. It says council has to vote on the proposal by November 19th. It does not say they have to approve the contract.
