"Massachusetts has maintained its lead thanks to an array of energy-efficiency initiatives including energy audits, rebates for upgrades and demand-reduction incentives. Under the state's Green Communities Act, it has a plan in place to save 2.5% of its electricity and more than 1% of its natural gas usage by focusing on cost-effective energy efficiency."

Very nice, but the article doesn't account for the 31% of homes using fuel oil for heating, now do they? eia.gov has a table for Massachusetts that lays out the energy type as well as the amount used around the State. Only 10% used electric for heating in the State.
