You are right Howard is a balanced, fair individual with strong leadership skills. If Howard was still on the task force and this 209 was on the table then you would be bashing Howard. Stop bashing the task force and Dr. Carletti and provide reasonable working solutions to what you believe is wrong with the current re-write of 209.
No, I would NOT bash Howard. He produced a concensus document that could be accepted, if not embraced, by everyone EXCEPT Ms. Mindy and friends. THIS 209 would NOT be on the table if Howard were still involved in this project. It was NOT on the table when he presented a concensus proposal for review and discussion.

The problem is that Ms. Mindy hijacked the process and tried to put into law things that no one but her and her political action committee donor, Edie, want to shove down people's (and dogs) throats.

You claim Dr Carletti has over 100 cats at her house. Well under the new laws she is a hoarder.I think she needs to be the first one inspected by animal control.

When looking to adopt a new dog I took a look at several different SPCA's and humane societies. The Cecil County SPCA wasn't even on my list. They do nothing to make me want to adopt a dog or cat from their organization and they don't seem to care much about the animals in our county. When I was almost bit by a loose pit bull I called the Cecil County SPCA and reported it. They took my statement but never prosecuted the gentlemen that owned the dog even though there were two other dog bites on file from the same two dogs. After that, I refused to adopt any animal from the SPCA. I chose to drive almost 2 hours to West Chester, PA where I adopted two pit bulls from the Chester County SPCA. They both are two amazingly sweet and loving animals and are my children. Unlike the Cecil County SPCA and surrounding SPCA's, the Chester County SPCA doesn't put pit bulls down because of their breed. They instead make sure they are adoptable.
As far as everyone hating on Mindi, there is absolutely no need for it. She has a great heart for animals and personally has over 100 cats at her house that are all rescues looking for good "forever" homes. She also goes well above and beyond what a normal vet does. She has neutered and spayed my 14 cats and has even come to my house when I needed one of my cats looked at. She is an advocate for cats that cannot speak for themselves. Asking for this bill to be passed is such a good thing! There are soo many dogs and cats waiting for homes in this county that it is ridiculous! I myself have over 20 animals and all but 3 have been rescued from within this county. All I have to do is walk outside and I can see at least 10 cats in my neighborhood that no one takes care of or owns. There is a big problem with cats and stray dogs in this county.
Instead of adopting the "perfect" animal, consider adopting one that isn't so "perfect." They give you the MOST love in return. The ones that no one wants are the ones that give the most. I'd take an animal that was a "mut" any day over a purebred animal.
So, before you go criticizing anyone think about the animals out there that have no one. They just want a new home and want someone to love them unconditionally.

We should all give Dr. Carletti credit for sticking with the program and seeing the ordinance to fruition. Having a balanced board is important but you canít force people to stick with things until they are done. Instead of beating up on Carletti, who by the way is a great vet, why not request additional voices on the animal commission?

As a dog owner I have read this proposed ordinance. I wish I could say the same about the dog owner that wrote this.

Whether you are for or against these new laws you should definitely look into what you're talking about before you start writing. If you don't you're just doing more harm to your cause then good. I think it's pretty safe to say that the rants you have posted have helped Carletti and her cause. "DUH"

I believe Dr. Carletti is in charge of feral cat colonies all over Cecil County especially at Perryville Park where many dozens of cats are left out in the cold all winter. The feeders leave a mess, the cats look ill and this enablement encroaches on natural inhabitatnts of Perry Point especially shore birds. They say cats are neutered with shots but what bird will make a nest near cats? Preserve our shoreline and not with cats! Charity begins at home and cat feeders should volunteer their time to help veterans instead.

what do YOU do to help ANYTHING or ANYBODY you people are a pain in the ass. at least mMindy is doing something. you talk a good game but what do you do. NOBODY is stopping you from trapping and taking the cats to the SPCA. NO one is stopping YOU from "Helping the veterans" these people choose to step in and help some defensless animals that did not want to be dumped there. They are taking their time and money to HELP not talk about it. They are not sitting on their butts in front of a computer complaining you are. so get over it

Lets recap...

Carletti writes her own law

The result of this law forces SPCA out of county

Jen Callahan- Buddy for life and Carletti assistant for many years ONLY standing bid for services in Cecil County animal control bid.

Cecil Whig 9/28/12 "Carletti MAY have some kind of relationship with Buddy For Life" is laughable
Not here to argue the merits of why SPCA was run off.

Allowing the person who wrote the law to benifit is CORRUPTION at its purest form.

Will the current Cecil County commissioners allow this charade to move forward???
