I know that our Rio Vista Firefighter are doing a great job. But since our small town is turning into a bigger town i think we are going to need another fire department in the city of rio vista. Trilogy is getting bigger as we speak. and our firefighter time response will be a lot greater if we had another brand new station. Also for the health of our heros. We are finding out the they are currently living in a hazardous area right now. Half of their station is shut down for BLACK mold removal. All Iam asking is to please put the word out there. They do alot for us, now i say its time to pay them back for all the great service they give to us.

What the department needs is MONEY! and since at the present time there is none in any city, in any County, in any State It is going to take a major disaster with serious loss of life or property for the City Council to realize how important these people truly are to the community. I have spoken with some of the members and I realize that they do what they can with their limited resources, but they are mainly volunteers with full time jobs and family's and these must come first. Rio Vista just hired full time Paramedics and should be looking at hiring three more people to have the same number of people staffing the station that most other fire departments do. What happens when all of this new construction goes in and their calls for help increase and they do not have the people to go?

The reason why the firefighters are still dealing with the hazardous living conditions at the fire house is because of one person by the name of Brad Baxter,(former City Manager of Rio Vista)
He said he would take everything away from the firefighters due to a letter of “NO CONFIDENCE” that was sent out regarding the city manager., In January 2006 that was signed by numerous city employees that work for Rio vista.
The public knows nothing about how he continually threatened the firefighters and other city employees with termination, having articles written in the local newspapers and contacted the local television news stations regarding the firefighters stating that they were thief’s drunks, perverts and by stating that the firefighters were stealing cable with illegal hookups, that the firefighters had alcohol in the station, and that porn was being viewed on the computers.
All of these allegations were found not true, the cable bill had been being paid by the city, the only alcohol that was in the fire station was being done by the Interim Fire Chief Frank Livingston a close friend of Brad Baxter’s.
The public also does not know how Frank Livingston committed battery on a firefighter at the fire station after coming back from a night of drinking at one of the local bars with Brad Baxter and how Baxter covered up the occurrence and had the Internal Affairs investigation stopped to protect his friend.
Brad Baxter also has not allowed the employees to talk to the city council whether it be a friendly conversation or about issues within the city.
Manager did fool a lot of the citizens by using his so-called charm, he is the type of person who lied so much that he even believed his own lies.
But the people believed he was the greatest person since ice water. But everyone who believed Brad Baxter is not aware what financial troubles he left the City in, and how he was like a baby if he didn’t get his way. He would also cause great distress and turmoil on employee’s families
So respond to this forum if you now what you are talking about, if not shut your mouth !!!!!!!!!!

How about the first structure fire fatality in the city's history a couple of weeks ago...

Was the department staffed well enough, or did the lack of people actually kill the person...

I think it was simple bad luck. There were two fires within as many weeks, both of them serious. Both started by cigarettes.

The lady who died, it appears, was smoking in bed and the fire started as a result. By the time the fire department was made aware and showed up, it was simply too late.

SOunds like the city is going to have alot of headaches now.

I saw that article existed and have a copy of the Beacon in question. I haven't gotten to read it yet. The headlines looked pretty grim, however.

For those concerned citizens who truly care about the firefighters of Rio Vista regarding their health and safety, the working conditions, low pay, etc. if you want to really the firefighters in their time of need then here is a perfect way that would greatly be appreciated.

1. Show up at the City Council meetings which are on the first and third thursdays of every month at 7:00 p.m. and voice your support for the firefighters to the council.

2. Start contacting the 2 local newspapers and voice your concerns regarding the risk that you the citizens and the firefighters are being placed in.

3. Be a strong and united voice to the City Council and let them hear your concerns and show your support for the firefighters.

I don't believe the citizens truly know that the standards of NFPA 1700 and both Federal and State OSHA will not allow the firefighters to enter a structure that is on fire without having 2 firefighters outside ready to make entry in case of a rescue of the 1st firefighter entry team. This law is called the 2 in 2 out law. The only exception to this law is that if there is a know rescue then the firefighters can make entry to make the rescue without having the 2 firefighters outside.

Currently the fire dept.'s response are increasing out toward Trilogy, Gibbs ranch area due to traffic congestion. And the dept.'s call volume is increasing as well.

Does the citizens of Rio Vista know that the county did a survey through out Solano County for the busiest single engine company? Well I will tell you that out of the 42 single fire stations Rio Vista ranked #3, Fairfield was #1 with a total of 1200 calls a year for a single engine, Vallejo #2 with just under 1200, and Rio Vista with 1162.

And did the citizens know that our pay 3 years ago was 29.7% behind comparable cities to Rio Vista, now we are probably 37%-40% behind comparable cities.

Face it the firefighters could probably apply for Welfare and the would probably get for what the city pays. The firefighters do a hell of a job busting their humps and getting by with the below minimum manpower, equipment, and pay and have been doing this for so long that the city has accepted this as the "Norm"

So if the citizens really want to help the PLEASE go to the City Council meetings and show your support of the firefighters and voice you concerns for your safety and the firefighters. And start contacting the newspapers and let them know how you feel.

I guarantee the firefighters would greatly appreciate your help.

I have been to the council meetings and voiced my concerns, and still nothing has been addresed. It seems the council has too many things on their plates to be concerned. What about the public safety commision?

you can go to the public safety commission meetings and voice your concerns, but if you are not having success with the council members then start contacting Harry Green for the beacon and the river news herald and voice concerns there. this council needs to wake up and getr it together

I have called the Beacon and left numerous messages and no on has ever returned my calls, and the river news herald says that it is working on a story but they were not sure when they would print it...
Don't they understand that this should be a top priority?

This is a recent (and new!) problem with the Beacon. IME, they used to be very responsive to stuff like this. I don't know what's happened, but they really aren't as good at this stuff as they were.

The River News Herald has one staff reporter who is, IMO, overworked. But she's pretty good at taking articles written by other people and making them ready to print.

If this is a hot button for you - as it appears to be - write something. Seriously. They've printed stuff I've written. I've sent in press releases and seen them turned into full-fledged articles.

It's worth a shot.

With everything that is going on in the city. And with the preparation for new council member to take over, (who support the fire dept.) and upcoming negotiations with the labor units the city is playing games once again. The city got caught again... When the city was asked about $1,000,000.00 that was in the budget, they could not answer what is was for and now have began to hide it in different areas that they do not want their employees to know about.. Someone needs to call this finance director who thinks of herself as a god or someone who can do whatever she wants... Apparently the council does not want to listen to the employees, and so far I haven't heard of anyone stepping up to complain about the secret activities going on within the city.. And also the city has put 1.5 million away for the upcoming negotiations, so that should tell you that they do not want to negotiate in good faith with the employees instead they are planning to screw the employees again.
