Is it a "false alarm" when the cops find nothing?

Or is it a false alarm only when they can verify beyond a doubt that there was nothing there to find in the first place?

I ask because it seems that alrms might just SCARE OFF criminals and therefore are functioning correctly and SHOULD NOT be fined for!
